• I don't use that feat in my dps spec, but I read it to mean that your damaging powers get x% added to your armor pen total, not to the Resistance Ignored %

• Yeah, every time I've tried using hallowed ground it has frozen my entire team. This needs to be fixed now. Seems to only happen in rivenscar ruins.
