Piercing light feat, that says damaging powers gives 10% additional arm pen. Does this mean if my base arm pen is 15% I'd have 25% total or just and extra 10% added to my base?
I don't use that feat in my dps spec, but I read it to mean that your damaging powers get x% added to your armor pen total, not to the Resistance Ignored %
I believe the 10% boost is to your base Armor Penetration stat. So if you have 1000 ArPen, Piercing Light treats you as having 1100 ArPen. Similarly with Templar's Domain feat (for 30%). You'll have to determine how those stats relate to actual Resistance Ignored.
So basically the more ArPen you have, the more you get from the feat - up to the hard cap (2400 ArPen). It's pretty difficult getting really high ArPen as a cleric though, so I think these feats are designed to make up for that a bit. If you can get some high ArPen though, you'll really see these feats shine.
If you put 5 points in Piercing Light and 4 points in Templar's Domain (with an average of 1 attack per second you should usually have the 30% bonus), you could do with only 1715 ArPen to hit the hard cap instead of 2400. That's a bonus of around 700 points of stats. This uses the conservative assumption that the PL & TD bonuses are not multiplicative.
Unfortunately I was setting at 15% RI thinking that PL was taking care of the rest. I'm still dishing out some nice damage however. So I'm excited to get my arm pen up to 25% to see what I'm really capable of. I'm hitting 75k to 100k on bosses with daunting light, so maybe constantly 100k +?
