All the green chestpieces I had from 55 to 60 looked exactly like this on my dwarf. I bought some random one the other day, and it looked like this. I think this chestpiece is the model for green-quality Guardian Fighter gear from the mid to late 50s up to 60.

Being able to taunt the trash and mini-bosses isn't difficult. What is difficult is finding a reason for a GF to do these things, when Cleric's Astral Shield coupled with healing threat made "try-hard" GFs obsolete. To answer the OP's question, yup, I'm very ready to have the juggernaut-tanking style be viable.
They all should be viable. As an aside, Grand Regent Helm went from 250k this Saturday to 800k to 1.1M this Sunday. Not really an indicator of worth, just be aware that price gouging is going to take place even in anticipation of this patch.
