Well I had a good 100-200 level ups and didn't exceed the cap, but since M13 I do. I know it happened to some before. Would be nice if it was fixed in general or at least the glow would be gone, it is really killing it if you have developed a pet-peeve for it over the last years.

You can also use the Alliance tab in the Guild window to access the "Stronghold Info" page, however the resolution is messed up so a part from the window is cut away...

There is no reason not to increase your armor penetration. After weapon damage it is the best way to increase your damage output. Being a buffer aka support focused GF isn't bad. The number of accounts in an alliance guild is not displayed correctly. The number of members in the alliance is the number of total characters and not accounts. Maybe not a bug, but seems unintended.

The checkbox in the character history: "Use Alliance Title" seems to have no effect, weather ticked on or off.
