This is still happening. My single-digits level CW pops Alacrity if I kill things with a cold spell. There's no reason, no possible WAY, for her to get Alacrity. This really should be fixed because it confused the hell out of me for a long time, trying to find out what Alacrity was and why none of my powers or feats said…

Mine is also broken. I thought it was just me at first not killing dudes fast enough but I deliberately used it on a low-level enemy that I then one-hit killed with my next attack and it didn't refresh. Before the patch it worked fine.

I also crash nearly every time the portals close. One time it hung for so long I went and made a sandwich, and when I came back I had the 'you'll be logged out for inactivity' warning and a functional game. I've got my graphics settings on minimum even though I have a beefy newer card, so it's not a cure-all. Kind of sucks…
