Spell twisting procs on Encounters only.
Icy rays is At-Will, so it`s not a bug.

You mean ray of frost? Similar, but so different.

Ray of frost -> At-Will
Icy rays -> Encounter

Right, but you're phrasing it in a way that makes it sounds like Icy Rays is *intended* to be an at-will. A fix is still required, because that's clearly unintended and is making stuff not work right.

Vengeance's Pursuit had that flagged-as-an-at-will bug when Whisperknife came out, which made it into an encounter with no cooldown. Then they fixed the tooltip but not the cooldown. Then after everyone who had asked if it was intentional threw their hands up and started incorporating the 0 cooldown encounter into their play, it was given a cooldown....
