I dont think there will be a different refining mechanic. But with our current informations, it will be easier to refine them to legendary. It seems that weapon/belt artifacts need around 2kk RPs (maybe 300k more) to legendary. And we get a new enchantment like Fey Blessing through the new Campaign. The mechanic is like Fey Blessing but there will drop refining stone (lesser power stone etc.). This is a huge improvement. A lesser union stone gives 2500 RP when refining an artifact of union and 500 RP on all other artifacts/enchantments.
Depending on how this goes with costs and how far they take it, I may be done with this game soon. It is already "pay to win" enough and I feel like I am barely into "top tier" competitive in PvP with full rank 9s, P.Wep/lesser soulforged, and ~lv 90 artifacts. I'm not going to keep playing if I am always needing to play catch up with all the other fully geared players and keep falling behind every time they want to add a new cost based update. It is all very cool stuff, but not when its going to keep driving me further behind. Especially if I can't upgrade a new weapon/belt to legendary and afford two new rank 9s without blowing all of my investing AD so I could start getting where I need to be to be competitive.
actually looking at these weapons some of them are not even that great and i dont think i would currently unslot mine for one despite the extra offense slot i would loose more stats in doing so.
the belt however is a must have because of the +4 to stats

I can see that artifact weapon being useful in PvP, where you might not care about the extra damage to Sure Strike, but want a flat 8% DR instead.
Also, lots of GWFs under level 30 use Reaping Strike
I must say that I am somewhat disappointed that none of the artifact weapons (even though they are OP), buff Paragon At Wills.
For example:
Whisperknife TRs use Distracting Knife a lot but won't get a boost to that
Swordmaster GWFs use Weaponmaster's Strike for AoE but won't get a boost to that
Stormwarden HRs use Electric Shot/Clear the Ground and won't get a boost for that
Once everybody has them, the playing field will be leveled again. Think back to the beginning when NO ONE had rank 10s except the people the spent a LOT of real money to get them. Now a lot more people have them, and it balanced out. Change happens.
Problem is, due to the fantastic PVP balance in this game we will have low-end 60s having to take on ubergeared PVPers with around a years worth of gear and boons on them. And the new 60 can forget about gearing up in a hurry to match them unless he is extremely loaded IRL or daddy lets him have free range with the credit card. 12 - 16 million for the best PVP enchants, 500k for a Coal, good luck young scrub.
you get +1 ability score , if you max a char with full con, havin a legendary belt +5, you know what that means for a GF , no ?
GFs only block 80% of incoming damage with a full guard, so it is not like we will be preserving our huge HP pool while blocking. We constantly bleed HP whether we are blocking or not.
PSA: You don't need to grind Spinward Rise for your Elemental artifact main hand if you have some AD lying around. You can craft it via the Tyranny of Dragon's campaign screen.

But that's exactly why they were done this way, using only the non-paragon at-wills so that all characters have equal access to the powers on the items.

I just took a random GWF Artifact weapon to show the 853 - 1056 dmgs and bonuses (1990/416/416). I'm not saying anything about this one :P.
