Never looked at it to be sure but is it possible he had the MoA buff? When it guarantee's a crit on the next encounter does it just jack your crit rate up to do it? Just throwing ideas at the wall.

MoA adds 100%, not 4000%.

I happened to see this same creepy little dude standing near me when I logged in one of my characters, so I inspected him and his crit chance was an entirely reasonable 33%. So whatever was going on in that image, it wasn't permanent.
