when you transmute an item, you're just changing an item's appearance. if the item is a free transmute, then the first transmute is free. you can then take that item and later change an upgrade to look like your current item, but there will be a transmute cost involved. should be around 51k AD.
And as others have said, items like the weapons in the CtA going on have it noted in the weapon tooltip that they offer a free appearance change. After the first one, though, it costs, and tops out at ~51k AD.

Free or AD isn't what I'm concerned about.
The axe I speak of is what I believe "rare", I always want my best "stats" weapon to look like that axe.
Just so I understand, I CAN "transmute" appearances repeatedly?

Yes, you can keep the look, but you will be sacrificing whatever weapon you have that look on in order to move it to a new weapon.
