The level 7 mass gathering tasks for Leatherworking (Deep Wilderness Gathering, Mass Tough Pelt Curing) optional asset slots are set to need, quote, "Any Leatherworking, Person, Rank 2" end quote.
This is a bug; all other mass gathering task optional slots are "Any Leatherworking, Person." This applies to every profession that I've checked.
I discovered this when I went to do those tasks and my Rank 1 leatherworkers weren't allowed to be used. I've checked this on two characters and both show that I need a Rank 2 leatherworker in the optional slots. Obviously this is not intended.
I can confirm this bug. I was hoping a fix might sneak in on last night's patch, but it's still there this morning.

It's a very old bug (yes, I have reported it). I can't recall specifically, but I think it's also true of level 7 mass gather tasks in other professions, that you can't use rank 1 workers in the bonus slots, even though you can with the level 14 mass gathers.
There isn't all that much speed advantage of using white workers to speed up gather tasks anyway. The absolute maximum time savings on task using all white workers is under 17% (16.666...%), and on an 8 hour task will result in an actual time savings of 1 hour 20 minutes. If you have the free task slots, you're better off spreading those workers over multiple mass gathers.

This is why I'm fuzzy on exactly which professions are affected. On tasks where I still use common workers, I spread them out rather than stacking them. The speed bonus is negligible.
That said, it is a good idea to stock up on the cheapest common tools for your professions of choice, because their 8% quality bonus can actually make the difference between no chance and not-bad chance at getting the rank 2 result when doing rare crafting tasks, if you stack them onto all the bonus slots and try several times.
