I have never seens any debuff showing up using the Ioun Stone neither I had the feeling that the slowing effect dubuff ever applied.
Both I have never seens a mob slowed down nor I have seen a dmg increase related to the "Battle Trample" passive activated.
Can someone else confirm that the debuff doesn't show up and/or doesn't proc at all?
Noone ever noted that there's no FX or pop-up showing up when you got this companion?
It probaly is be the most common companion and noone noticed that it's already useless effect doesn't even show up/work?

I've never seen it either. I also have the Vicious Dire Wolf (5% chance to interrupt) that procs fairly often and the Wererat Thief that as a 3% chance to poison a target that I see from time to time, but the stone always remains silent :-/
My logs show the the Active Bonus of Ioun Stone of Allure can proc up to 3 times in 2 and half minutes, though in general it is more likely to proc only 4 times in 8 minutes. In practice, the buff is unnoticeable.
However, given the recent buff of allowing Max HP from augment companions to transfer, I would be hesitant to say that any augment companions need further buffs (though I wouldn't say no since I have one!), with the possible exception of the extremely rare, incredibly difficult to obtain Foundry Icosahedron Stone which has a very poor bonus relative to its rarity (unless its somehow a true Bind to Account companion or something).

Foundry achievements appear to be account-wide (mine from tipping and reviewing are anyway), so I suspect the rewards must be as well. Also, not that I've done any authoring myself, but quests are authored by the account, not a character.
I still agree that an XP bonus is not very good considering how much work goes into acquiring that companion.
