NeverWinter Preview Ranger Cannot buy Skills

Playing a Ranger on Preview. Cannot spend any points for any more Powers. Have spent 6, have 2 available, but cannot buy anything with them

Is this intentional?

    It is a bug. Happened to me last night after a new patch. Today I had deleted that character and started a new one but was unable to recreate the bug as I was able to place points on a new HR.

    It kinda sounds like every HR that existed prior to this patch can no longer purchase / upgrade powers. I'm a little swamped so I can't play to test until this weekend; can others do some more leveling in the meantime to test this?

    I did some more lvl testing. On the HR i created after the patch, no issue when lvl'd up again. I had a lvl 34 HR I had going prior to the patch, lvl'd her up tonight with no issue. It only seems to be if the HR was low level that this issue seems to happen on.

    I'll confirm that I had rolled a ranger a week before and then left him on the beach because it was very late. When I took him to the first fire and got the initial level, the interface bugged out. Instead of the level-up window showing that a point had been assigned to a new power, it showed that I needed to assign one, which I couldn't do.

    I deleted and started over because I was playing in order to test.
