Please read if casting certain powers is disabled for you

I've just encountered this myself when loading my custom settings on a new character. Powers showing a ground splat would not cast. None of my old characters using these settings have problems.

The problem resolves by doing this:

Options > Gameplay > Reset to defaults (button in lower left of UI)

This keeps HUD modifications but wipes keybinds. If you are like me and the game is unplayable without your keybinds set a specific way (because muscle memory), rest assured that manually putting the keybinds back the way I like them has not caused further issues with powers.

Still an issue... just had to do this myself in order to jump in Gyrion's.
