Yes those are pretty unreliable replacements for dodge. Like I said, these two classes have it worse. But just to shed light on one important factor --
TR can't animation cancel the SE/SoD combo. TR drops Smoke Bomb to set up for SoD, enters stealth and has 1.5 seconds to "glitch" it so that First Strike is still active, up to 3 seconds depends on latency. Otherwise a TR will normally dodge to cancel SE and fire it again in succession until he can be sure enough the target is out of stamina. It works less than half the time on an Elven user.
I never saw a TR do 200K SE without party buffs. So if you are 1v1, have 150K HP you will probably get one shot no questions asked. If you have 200K HP, maybe it helps you to know that you CAN dodge the SoD/SE combo, in whatever form that dodge is. What usually works for me though is to "immune" the SoD part which hits 6 seconds later.
But players do animation cancel out of shocking with the SB "exploit" glitch whatever you want to call it. They will just wait until they get fs back and then come back for a second round. If you catch someone great, if you don't rinse and repeat. The fact is animation cancelling shouldn't even be a thing at all with dailies. It should be you either use them, or cancel them out with a Dodge and forfeit the ap.
I'm a bit late to this conversation, have skipped a lot of modules, but iirc... wasn't SE made like this in module 5? has it changed at all? Seems kinda silly, though mixed in with HRs and Tanks everywhere it all seems pretty silly ¯\_(ツ)_/¯
Over a year ago, when I hit 2.5k I changed my build to scoundrel, focused on CA, dumped SE, I don't use daggers. I'm 3.1k now, I have taken players 1k above me out, sometimes 2 on 1, I only have 18k power, I haven't used SE in close to 2 years.
Hope you reach max ilvl and Good luck killing a BiS GF/GWF/CW/DC/SW with that i know you can bring down a fellow TR with that setup.
It used to be a reason of principle for me, but the meta with other classes has changed and if we are comparing one broken power to the next, SE is not that far ahead of the HR's or GF's.
It's harld of any use against a BiS {insert class} geared and played really well. It will still get them sometimes, matter of timing, maybe luck, but not always. So I've dropped the power completely. Yeah, you could say it's utterly skill-less, but also because it's skill-less, you can't use it any better than pugs regardless of how good are.

VS BiS it's usually just the finisher it's supposed to be, heck, even with my "not really close to BiS" GWF, I've survived SE, probably thanks to our r7 HP boon, but it has happened. Those weren't really BiS TR's striking me though. My GF and CW will only at rare circumstances be taken out by it, if at full health, no matter how strong the TR is, yet certain HR's or GF's are so deadly, if the opposing team isn't really well put together and coordinated, they pose very little threat to these people.
However, something else happened a few days ago that puzzled me a bit. I got half my HP taken out by a first strike (I would assume anyway) lashing blade. I jumped down from our camp, ran up to a TR protecting our node, and SPLAT! 75-80K HP gone with one single encounter that hasn't worried me in so many months. I inspected the TR after that. No relic weapons, not close to BiS as far as I remember, no apparent OP'ness.
@forumnamesuxs Hey that happened to me. One match there was this random pug TR, and suddenly 80K Lashing. I inspected him but nothing stood out except 40-60K power (without Shadowborn) which it would have to be at least 100K power to deliver that burst. I just assumed it was an external buff of sorts.
Well I ran into this during the solo Q event. The guy didn't seem like a hardcore pvp'r or anything, 3.3k GS, some PVE gears. What they did have was the headsman weapons refined to epic.
All these times I was at 100% HP or very near to. Following these SE (significant emotional event) I was obviously on 0%
I guess I would be pretty hard pressed not saying this is kinda stupid. But as far as I remember it was the same in mod 5.

I usually dismount at the stairs (hotenow), but I suppose I could have forgotten to do so this time. Can't remember for certain.
