No. Not saying that people only at level should do. I have done my share of delving into the low-level dungeons. What I am saying is that anyone that uses the public queue to go into one needs to realize and act like they are in a party regardless of what their ability commensurate with the others is.

What per se is the non geared person waiting for, they dont have to fight? all they need to do is pick up a few pieces of junk on the floor if they want to, they just need to follow, its not like I need them ahead of me. They just need to be generally at the last door in the last 20 seconds or so after everyone is done fighting.
Thats all that is asked for them. So I can only contend that the few poeple I see , are upset about geared people entering and refuse to come to the door, because it doesnt take 3 mins to follow someone. Thats ludicrous. At most 30 seconds behind is reasonable.
Maybe the person running it on a leveling character actually wants to play the content, rather than be your personal valet and janitor?
Which again, im not ASKING them not to.. there is NO content for them to play? What are you talking about? If everything in front of them is dead, they have plenty of time to pick up EVERYthing and follow. IT doesnt take mins behind to do that?
Actually, quite often it can take minutes to pick everything up. Happens to me quite often, even when I'm just doing DR Lair quests, especially when it gets close to a 2 x RP event...or quite a while since the last one depending on your point of view The extra time is spent refining stuff to make room for more stuff in your inventory or loading it into your Bank Space if you have VIP and there is no quick way to do this. Everyone knows that inventory space fills up faster than a politician tells lies >:)
I can understand the rant that some players can be 'trolls' in a dungeon and do not want to co-op to complete it. I play for fun and to level or gear my characters up and possibly meet people but it is hard to do so. The reason is that there is the ones that get pissed that you need on gear that your character can use at that moment or in a level or two. I have had people cuss me out for needing on the enchantments as well as hitting the resource nodes after a fight then following. I do wish that like the majority of the dungeons that skirmishes were available for all levels just geared down like the most of the other content. I would not mind at times to go back and fight the black dragon in the one instance heck maybe that will help with the que
I certainly see a LOT of levelers. In the zones it has yet to thin out, but I gather this is from spinning up and down shards as people zone through (I think).
I don't think there are many levelers or players that might be allowed to enter a skirmish. 2 years ago there used to be many instances of every leveling zone (Whispering Caverns, Pirates' Skyhold, etc). Now you have mostly 2 or 3 instances, and this includes level 70 players that are just there for the maze engine campaign or players waiting for a dragon to dare set his foot down.
I leveled a CW 3 weeks ago, and I hit 60 and only did quests in Blacklake District Tower District Blackdagger Ruins Neverdeath Graveyard Helm's Hold Rothé Valley
I skipped the remaining areas. I had to skip most of the skirmishes, though I love them, because the queue never popped. And I queued all the time with my OCD to get the achievements.

The only way to get the queues to pop is to get people to enter them. You get a lot of people that are in a hurry to get to 70 so they don't bother to queue for stuff.

Right now when I do dungeons it has been a poor experience all but once. The higher level characters steamroll over the content and the lower level ones just follow behind and click on loot... Often the higher level character has a speed boost so gets so far ahead we can't see them anymore... But even when I do catch up, its a miracle to even be able to get a hit in on anything.
Most annoying thing in the world are the people who drag their feet and refuse to move through a dungeon.
If you want to get a better feel for AT level things, then you need to create your own at level groups for that content.
Otherwise, you will never get that actual feeling. You will just make other people miserable by your actions.
And by dragging their feet I think he means hitting mobs along the way or just taking your finger off the W key in general. And as you can see by the second opinion there, if you want to be part of the skirmish portion of the game you should get out of the que and get some friends, que privately cause we don't cotton to no mob hitting around these here parts. If it aint a boss its a loss! Git outta the que, git!
Might this be contributing to a lack of queing individuals? Hmmmmm?
Having a bad experience in skirmishes can be a real bummer. Watching certain classes run ahead ignoring the mobs and one-shotting the bosses makes me unhappy to say the least. Being left with the scut work of carving a path through everything because I don't have sprint is rage fuel. And watching the cut scenes fire while you are doing that because the prestige classes zipped on ahead is downright demoralizing. Seeing your stats tank because nothing survives long enough for you to put a point of damage on it can convince you that this skirmish business was a bad idea.
After a couple of those deeply unhappy experiences one might be inclined to just let it go and do something more rewarding like getting a root canal... I joke... but seriously, it can stink.
I would say that level 70's should have their own que but this game doesn't have the population for multiple ques. And when skirmishes can produce terrible follow-fests where you are little more than a high level janitor, it will always be hard to get people interested in that.
I think it would take some significant development to transform the skirmish system into something that everyone can enjoy. So like every other rough edge to the game, the solution seems to be to tighten up the belt, grit the teeth and just gut your way through it.
