New characters do not get entry to Protector's Garden

When the Jubilee event was on, I bought the key to the garden and I was granted permission to enter on all my characters that existed at that time. I made a new character yesterday and I noticed that this new character now does not get permission to enter the garden.

The garden is wide open during the jubilee. After it ends you need the key on each toon.

Then please explain to me why I have two characters with access to it now when I only bought one key during the event?

Anyone left up there, will still be up there when the event ends. It wont kick you out. However, if you leave and didn't use a key to get back. You will be locked out.

Each character has to consume a key to get and maintain access. If you did so in some other way, its a bug.

I am telling you, I can enter the garden with both those chars at will even after leaving it. So either one char should not have access or the other should have, but it is a bug.

if both characters touched the key then they were granted access to the garden

Only one character ever had it in their inventory, so no, both characters did not touch the key.
