As I said - there are 10 power trays. I find it far more valuable to point my hotkeys to the power trays, and then just slot whatever skills. Is there a cruiser command that isn't an action bar item? I've never encountered a skill/action that can't be dragged onto the action trays. My biggest gripe is if/when you have a specialisation manual, and an acceptable BOFF, but your captain doesn't have the necessary 15 points in that specialisation, is the system will let you try and train the specialisation without showing an error. It just won't work. At least the manual doesn't get consumed.
