Protege's Raid Shirt and Ebony Stained Robes are not working as stated

Protege's raid Shirt and similar shirts with: Encounter Reprieve -Whenever you crit you have a 10% chance for your Encounter cooldowns to be reduced by 1 sec. Does not proc at all...
Ebony Stained Robes and similar new chests with: Butchers Guard-Whenever you damage or heal your target for more than 10% of your max health gain 1% Power... Well this procs ... But gives about .5% Defense per stack....NOT Power..and not 1%

The fabulous Broken Cap of the Omnipotent
Executioner's Might- When you kill a enemy, your power increases by 5% for 10 seconds
Only 1 stack will proc... But it rarely does.. You can kill packs of mobs and it never proc the effect...The crown icon and power are never given or sometimes right at the very end of a battle..Then fade because you are no longer in battle...
Are these working as intended?
