I reinstalled the game today and the issue persists. Moreover, it also affects all of my characters now. The problem appeared only after the second toggling, though.

While this... ...did not reorder the tray as it was when I saved the loadout, simply logging out of the game and logging back in seems to have solved the problem. After logging back in I could reorder the tray and it stayed that way even after switching from space to ground…
