Nice build an improvement would be fore weapons as 4 turrets and aft weapons 4 beam arrays, all different colors. put biofunction monitors in science slots, and forcefield gens in engineering slots. ur tac slots r worthless just put mine damage or something consoles in them.

perhaps they are not tier 6, but at least 5.5... tier 5 tho? noway! the fleet vorcha, even tho has similar layout as the galor, has far more hull, shields, extra tac console a cloak and turn rate/inertia. its got 2x more crew(1500 vs 700) the same lt universal, an ensign eng instead of ensign sci, a ltc and lt tac instead…

the only cruisers that work well with Federation tactical officers are excelsior, Galor, D'kora or somewhat the assault cruiser. pm me @zackeryss if you want help on a build for them.

the above builds might be good in PVE, but all of them are terrible in pvp. i edited your build into this (for pvp): http://www.stoacademy.com/tools/skillplanner/index.php?build=fleetescortallcannons_1749 use 4 phaser DHC fore and 4 phaser turrets aft. this will get you maximum DPS with tank. just make sure you use 3…

use 1 grav and 2 flight decks (as you are atm) plus 2 shield distribution officers, this way you can use an extend shields instead of an RSP (perhaps try epts1, es1/aux2sif2 or es2/aux2sif1)
