This has been happening to me since last night and I just reported it as well. As that is when I went from 60-65 that might be a part of it, as it was not an issue before then. I have also tried swapping ships, to no avail. I guess I will focus on missions as I have plenty of those to work on in the meantime.

There is a good chance that you might have created your Klingon before they introduced the lvl 1-20 Klingon material with Season...something.
