Or negative procs that scale with ship damage. Loss of accuracy, loss of DBB for a cycle, loss of a DHC for a cycle, evasive misfires. The more damaged your ships the higher the chance of a negative proc with a cap around 15%. At 100% health you have a .5% of negative proc.

THe problem is the casual PvPer will cry their damage was nerfed and that it isn't fair that they could do X vs NPCs and now can only do Y vs me or you. The game has been out of balance for so long, the power creep has become gameplay welfare and as with welfare if you try and take people off it they scream.
If you go by cryptic Borg heal is not technically getting a nerf more like an adjustment to what it was supposed to be. Apparently the code for it looks at a ships hull modifier for healing so for larger ships it was healing a lot more than it should have.

Yes APO is problem it is long CD AP. Like with everything it is the powercreep. When this game launched you had to pick which powers you were going to go skinny on and use presets more now there is enough power you can sit in one preset for 75% of the match.
In PvP its not an issue its called situational awareness, if you have vaper in the match be aware. They normally do not engage when you are just flying around looking for a target they wait for you to engage. Maybe blow through a couple of defensive powers.
This It couldn't be a Scimi running a Full Boff layout of SRO, torp Doffs so they can run a string of pearls to the stationary Borg X. Or it could not be that a lot of PvEers are in love with useless powers that do nothing like BP, and Doffed Tachyon Beam.
Really the PvP crowd is for this. Try the PvE crowds, for the most part the 20K DPS SCimitards that would last all of 30 seconds in PvP matches because the targets actually move would be nerfed. SO true. To bad many of the "casual" pvpers do not have this desire. THe only cheese build that when used in a team setting that is hard to over come is a FAW heavy team, all that a FAW heavy team invites is deplyable spam, like mines, pets, photonic fleets, etc.
