I second the OP. I've always hated the "chance" system in STO. The Phoenix prize pack is no different. What they should do is charge more for it...but opening it gives you one each of the prizes (one uncommon, one rare, etc.). Devs. To be more specific, if I attempt to equip a kit, I get the box that warns me I won't be able to trade it later. But when I click ok, nothing happens. Okay...finally noticed that ALL kits for ALL toons no longer display the number and type of module slots. But I still didn't buy my tactical toon a kit from any of the fleet holdings until they fix my inability to equip a kit (and yes I ensured it was a tactical kit).
Tried having another toon buy a kit on the exchange for my tactical toon. NONE of the kits show the number and type of module slots available...not just the tactical kits. Next I'll try buying a kit from a Fleet Holding...

I actually use the pulse to great effect against AI opponents. Gravity Well first. Then I come to a full stop. Then either use Secondary Deflector or Quantum Singularity Manipulation.
