I dont believe it would be a wise idea to give a carrier an ability that could do anything above 30k damage instantly. Even with a four minute cool down, its still remarkably easy to disable an opponent, hold them in place for 12 seconds, and laugh as they get one shotted by the scimitar off the port bow.
