• it's bugged, I believe it's the "tag" of account bound vs character bound The store doesn't accept that particular tag. Pw has to edit the store to accept that tag and it should be unbugged

• he's talking about the fleet module that you got from that charity bundle It's bugged in the sense that it's different from the normal character bound version you buy from the zen store. It can't be used to purchase a fleet version of any ship.
