yes...I've heard of diminishing returns. If you already have lots of hull resistance you get less of a benefit while you get more of a benefit if you do not have much resistance. I use both. FAW to clear spam and BO for the spike kill. I get more kills with BO than FAW. Again FAW is great if a group is using it but as a lone FAW, any damage is quickly healed away.
