He's probably not directly responsible. But he's the one who made the announcement and it doesn't look like one drop of sweat came out of him. Cryptic people always seem to take problems with the game extremely casually. I really would like to be wrong about this but I cannot see it otherwise.

Same here. I wanted to use Beam Overload 3 so I bought a Klingon BOFF on the exchange to train my Romulan BOFF and I could not do it. I ended up using the Klingon BOFF but I had to sacrifice the Romulan trait of the BOFF for that.

It's my fourth try. For me, download seems to hang at 46%. I left the program run for 4 hours and it didnt budge. What's even worst is that if you close the program, restart STO and quit, the download will start over from zero.

The only sensible suggestion that I could give you is: Don't hold your breath for a fix. It's been that way forever and it's one of the ways for Cryptic to "reward" you for playing on the KDF side. In other words, as Cryptic guys would say: It's working as intended.
