I think throwing grenades is the least effective way to play TAC as they've not fixed the issue of our character not leading the throw meaning 2/3 of the grenades miss as our character threw it where the enemy was instead of where they are.
IIRC it does effect the team by giving universal debuff on the target (rather then a "damage from this target" debuff) and they might not want too many of those.
Bare chest option is called that because it has chest that more or less fully visible for male toons and has bikini tops for female, it doesn't mean "no shirt" but "exposed chest", Look at the pick of Mirwast I posted above, she has bare chest to the extent the rating would allow.

I think what made those successful was that you could pick what you put into that extra slot, while with the Dysons you were stuck with a weapon only it used and those didn't have much support.
Honestly I think having a buyout is counter to the whole Endeavor system and besides those bonuses you get are minimal and don't really give that much they you need them to play the game.
Not mention that Cryptic (and DECA) can't see the future and thus cannot assume an Absentee will return at some point, IIRC the system was implemented because there was too many disfuntional fleets because their leader was absent but there was no way of replacing them, so thing in those fleets just didn't work, so Cryptic…
as Baddmoon said I wasn't accusing you personally of anything, but it's common response to "it's too much work" to say that they could just use the model from the pet. That said personally I wish small craft would have only universal seats since you get max 2 so you could build them however you wish there.
This really, it's not a "we will never do this" but rather "there's currently not enough interest to justify the effort to make them", remember what in terms of production a small craft will probably take as long as an actual ship to make and no you can't just take the model for the hangar pets and use that it's nowhere…
I don't think it was never mentioned on screen so everything we say is speculation, that said those aren't without any merit as they're speculations based on what the production people or people connected those people have said.
Yeah people often buy the hype and think AI is capable of things it isn't. Not in any reasonable time frame at least, since I doubt anyone here would want "first we need decades of R&D to get this thing to do what we want it to do" for bug fixes.
I think people also over estimate just how much a change in engine would change short term, sure over a long time it might change a lot but you're not gonna get sto looking like a Single player AAA overnight with a just an engine swap.
There's probably also the matter of DECA not being known for handling MMOs like the Doomsayers like to point out, so they want to make sure things run smoothly until the fully take over.
As for the Stealth capabilities IIRC the Raven was quite small and the Borg were not actively looking for it, so it doesn't have be Starfleet after all there might be creatures that can sense standard scans and get spooked by them, so none of this really screams "black ops" ship to me.
It wouldn't surprise me at all if there's a standards for phaser skill even Starfleet admirals must qualify in or be forced to retire, while I suspect most Vorta would barely which end of a phaser is the dangerous one.
