I highly recommend using Steam as your launcher, instead of Arc, if you have to use one....

I'm no expert on STO Game mechanics, so take my post with a large grain of salt; but #3 is directly related to #2, I would say. right, but it blocks you without at least a level 10 toon in one of their games, and since the server is offline, it won't register your toon, and as such, you can't do the surveys. Also, I'll levy my Vesta Ship Pack, and a handful of other upgrades and countless Dilithiam, against your "Scam" Claim.

Nope, I'm in a commander level science vessel, so no fleet designation there, and it happens every other battle in the main quest line.

This is getting ridiculous! I am simply trying to level my toon, and I am forced to suffer this 2 min cool down, in almost every single encounter! So far I've not died because of it, but it's gotten me into a lot of tight spaces, and it severely hampers my time in leveling. Please, somebody fix this...
