I did monthly subscribe because I appreciate all the hard work that goes into these types of games and I want to support them to keep going. There are several free ships you get. Are any of them any good? I agree with you about supporting the game. I already subscribe monthly, just considering the lifetime.

I figured it out. It is part of the mission "Mountain Pass" I had to go to my Episodes > New Romulus > Mountain Pass and Replay that mission. Now, I can Access the instance at the Blue Triangle on the map. I am in that instance right now and the Mission Objective for "Secret Shuttle Codes" is on the instance map.

My fleetmates told me today that purchased ships from the C-Store also follow the alliance rule. Mostly. Most of the fed ships you buy can be used by a Romulan/Fed allied toon. I assume the same is true for Rom/KDF.

I run a game store here in Wisconsin. Wizkids is out of them, we game stores are out of them. Wizkids has been re-issuing ships lately, with horrendous repaints, but they have not announced another Sovereign--reissue or repaint. So it is effectively nonexistent. eBay is your best option.
