I have Comcast but am using my own third-party modem. Anybody having this issue that is not on Comcast?

Yes, I have exactly the issue you described. It's been like this all day. I was able to log in once but there was so much lag and rubber banding that the game was unplayable. There are several others that have posted on the forums today experiencing the same thing.
