I think it's a bad idea because it cheapens the work of people who train for years to do this professionally. I hold to this idea as consistently as I can--the Dallas Mavericks are having fans submit designs for their alternate jersey, with no remuneration, and that cheapens the work of professional designers. Equally bad.

I had this issue, and it's at an awkward part of the game. The only way I can accrue enough points to get to the mission after "Sleepers" without replaying a mission is to run a LOT of Doff missions (1,600 points away from the next level last night).
Just to say that I went back into the game, and my Reman bridge officer did show up in the various bridge-officer displays, so that is not a major part of the other bugs involved in creating Remans.
