I suggest you run an actual parser instead of by feel. Or learn what DPS actually means. DPS does not mean 'I hit X damage on an attack.' Same issue for me, Romulan/KDF. I've done this a half dozen times before on other characters, the only difference is that this one is a Romulan. Same problem as described, the 'signal D'Tan' cutscene doesn't advance the mission as it should.

You are not the only one. For me, my second and third uniform are locked out. If you do have extra uniform slots, you can do what I did and save and uniform to recreate it in one of those slots. You know, until those get locked out as well :(

The drain is now insane. My cruiser builds with good power management usually see power almost always in the green, sometimes barely dropping below 100.
