Have you tried turning off On-demand patching in the launcher and turning on Reduce File Streaming in game options (do this from the character select screen)?
Item duplication is expected as a byproduct of a bug fix regarding unique item claiming. Stuck overflow bags are a bigger issue. Does that problem persist after picking up loot and/or restarting the client?
