Please provide a link showing this requirement, as I was not able to find anything myself in any of the announcements, and saying "well it's obvious, it must be there" doesn't in fact make it true. Please corroborate your story with evidence.

Ditto. I created a Klingon character yesterday to take advantage of the free ship unlock, only to learn today that apparently I can't unlock it.
