As long as there is a time limit on completing an objective, DPS is key. The ideal DPS for almost all content is 10-12k. Higher is Better. That being said, I appreciate healers, CC, tanks, etc. But everyone should still do 8k minimum.

As I have said before, as long as you see "so and so has claimed whatever ship!" scrolling across the screen, the game is doing fine. As long as we get content updates, the game is doing fine. However: I think they could help the current queue problem by having each queue get a bonus on a daily basis.
Just parsed 28k in my Scryer with my fleeties. I was horribly outclassed by the 48k juggernaut tactical in a jemdread, but I'm far from useless. Just gotta redo some gear, and ill be on my way to 30k.
It would be wise for Cryptic to offer [CrtD]x3 on fleet weapons, since they are (iirc) available on the dil-purchased weapons from the rep stores. It still wouldn't be min/max perfect (crtdx4 antiproton), but it would be better than the current situation where fleet weapons aren't desirable.

I use the elite fleet phasers on my chimera and i love them. CrtDx3 phasers would be superior, but I'm not made of money, and the shield heal proc is nice.

If I understand it correctly, in your scenario you will be able to slot the officers in the seat, but won't be able to click your Intel abilities, unless one of those seats is a hybrid engineering/intel seat. Ground shouldn't be affected at all.
With the current exchange rate of ~164 Dil to 1 Zen, spending $5 nets you ~82,000 dilithium. If there's something you really want, and you do not want to wait to farm/refine 8k per day, then go blow the minimum amount on the game, or do what others have suggested and create alts to farm for dilithium.
