I can't train my fed/rom characters engineering intel boff with engineering powers. None of the delta boffs ive had commissioned already before the anniversary patch on other characters have the problem just the officer i had join after the 1/29 patch. character: Neral@deyos

I've tried training my Federation aligned Romulan Engineering/Intelligence boff i got with the Delta Operations pack. They can't be trained with engineering manuals but they they can learn the intel manuals. Hope this info reaches you Cryptic and contributes to the problems solution.
