• I have this same issue, I am trying to upgrade my bridge officers to the intel boffs from the delta pack and train them. I buy them non-intel training books but it doesn't train them nor consume the book.

• The workaround seems to be drop the mission and retake it, I was told the mission cycles to different locations on a timer.
