Yup. Certainly not after getting rid of the Dilithium Store, and jacking up the prices on everything from Fleet and Reputation. Not compulsory at all. You don't have to use the crafting system! But you'll pay through the nose for everything else.

There is no combination of words that accurately describe my disappointment in this. Gambling for gear. Woohoo! I would not mind the dilithium costs if I knew what I was getting. But getting a random item that you're not even sure will be useful is pretty much what my name is.
