My guess is that someone forgot to temporarily hook up any promotion missions for the Temporal Agent faction beyond the Tier 2 one that's part of the transition sequence. It's not. Watch the "News" posts; when they add new missions to the Tribble build, they've been writing news posts about those missions. That's a good way to tell what's in.
The blue TOS torpedo is in as of this patch, but the catch is you have to create a new character to get them; existing characters' ships won't have them. Bad news: the film-grain effect is probably integral to the TOS levels. Drozana doesn't have it on a 2410 character, at least for me, so I don't think it's in the engine in general... For the record, I'm opposed to it on immersion grounds, as well.

Do note that in addition to the files our compatriot has so graciously shared, if you have previously run Tribble on the DX11 setting, you'll also need to force it to revert to DX9.

The way I see it, the more options we can test to get it running (and the more that fail, maybe...), the closer we can come to isolating what the problem is. The more we isolate what the problem is, the faster the dev team can get a fix up (and get back to giving us new content to test :P).
Okay, I can confirm that it's a DX11 error. Switching my Live install to DX9 and then copying the gameprefs file to the Playtest install fixed the crash issue (at least for me). EDIT: D'oh! Double post. Didn't even think about it...
Nope, Safe Mode didn't work for me, but I can't confirm that it was trying to launch in DX9. I'm going to try forcing my Live install to use DX9 and then copying the prefs file over. I'll post in a bit with the results.
