I put this one up to "HERO" status. Not sure if it would be considered rep gear but look at the quest "Uneasy Allies". It's the first quest in the chain for iconian. It's a 3 piece Romulan Imperial Navy set, including armor, shield and career specific kit. Best part it's free. Just have to run it 3 times and choose a different piece. Not sure how it stacks…
