Having a cloak instead of a shield still gives the Romulans and Klingons the advantage with integrated cloaks, but it still allows people with alien ships to cloak.

I lost track of what ur talking about, all that we need is for a limited battle cloak to be available as a shield so it's more fun for us who use different ships not from Klingons or Romulans.

The Feds may not have a cloak directly, but in DS9 a Ferengi got ahold of a defective cloak and tried to sell it, they should let black market arms dealers sell defective cloaks so everyone has a chance to use these, it's more fun for federation players and to let the Feds get a more equal foothold in ship combat.
