Allow a free ''skin'' transition to a Romulan Starbase for existing starbases. Allow additional Starbase to be ''built'' Romulan style. or Both. We already have our own planet, own ships, own storyline, a seperate faction is not needed storywise or mechanially. its simple... green, Romulan NPCs, weapons and gear etc…
