I have this problem as well Update: sct7772's workaround fixed this problem for me as well, now just need to fix the locked out dry dock slot.

I'm able to use the skill trainer on Qo'nos but not able to use my captain to train the unlocked skills.

Seriously what's to look into... this shouldn't have been released without the ability to drop a project that hasn't been started/invested in.

Yeah I made the same mistake as my very first project. I mistakenly assumed that it was the new dilithium mechanic of STF's and that there was no other purpose for the NP's and I figured 5 for 1500 dill is 300 dill per elite STF... oh well (The graphics or fonts made the numbers overlap and look like 1500). Wow this is a great idea. I would like to see it implemented even if they still make us feed doff's to the base. I think it just makes sense that you would contribute crew time to a project not give up crew to it forever. I mean sure you can have the "services" of my chief engineer but you can't have him... what's the deal…
