Yup, something going on with it. When you upgrade the module to MkXV UR the text of it says 'Phaser' instead of Polaron. So it looks like it's summoning a Phaser Turret with Polaron beam visuals.

The level 20/20 hours requirement was there straight off IIRC, and they added the level spread later after folk just spammed new characters and transferred the rewards.
As I said, they changed requirements because people were spam creating new toons and claiming all at level 20. They are not going to change it as it is not a bug. Getting to Lvl 65 is possible in 8-10 hours nowdays, compared to over 28 hours before the new patrols went up. It's not that hard to level anymore.
A lot of this information is in the game, and they stagger it to when it becomes appropriate, but yes, it's not obvious in the odd case. The game goes out of it's way to highlight stuff, and folk still skip/ignore it :lol:
