I'm also having problems with the Skill Planner. When I try to start distributing the points, it gets stuck on 1,001 points even though I already spent 9,000. Then I can't go to the Lt. Commander tier. Tested on Chrome, Firefox and IE. Thank you for this wonderful tool. Peace and long life.
