I'm having the exact same problem. The characters that seem to cause the issue also do not have their badge/icon shown. Trying to load one of them will essentially prevent any other characters from loading as well.

Unaware of this bug, I was one of those who picked the beam array first (was an upgrade for me), figuring I'd just be able to get the uniform on the next pass. :o Noticed it wasn't available as a reward, so on an alt I was sure to pick the uniform first!
