No I just did mine thru Skrill for the same reason as you. But I did get a confirm email (3 of them) and it listed in my accounts file, activated features. Two emails from perfect world and one thru skrill.

I think I found my answer. Since I'm not in my proper region, I'm getting changed what ever my current ISP is located. (or getting routed thru). Think I got a work around too...
