The job is in the recruitment menu on the personnel officer for each faction. The duration is 48 hrs and it seems that the cooldown for it is an additional 48 hours, allowing to repeat in 96 hrs (every 4 days). For now it seems the easier/faster way to get purple particles. :rolleyes:
