March 14 Patch Notes do not show a fix for this issue. It is really getting annoying now and my frustration level is so high that the motivation to continue playing decreases each update I see this not being fixed...
If we all start complaining to Sony it will work, since Sony tracks the quality of Trophies. Even Ubisoft got in trouble with Sony for some games, because not fixing trophies.
They did not fix anything right with the new patch. The trophy is still glitched on PS4 and Xbox, the tailor is still glitched and you cannot change outfits that are not already used. But yeah! The fixed the ability to take out duty officers from the active rank without replacing them... Wow!
Even if you buy costumes with real money you are not able to equip them. I would have assumed they are working on this issue, but nope. Broken since November Patch. No fix in sight.
Ever since the game was released on consoles the tailor was glitched in some way or another... This is the latest glitch and will presumably not be fixed before the next big patch...

So the patch notes state that it was fixed, however I have spent more than 30 points now and it still did not unlock? Do they all have to be spent in the same "new" specialization tree? Or do I have to start over now since I already had more than 30 spent before the patch was released?

This is a new glitch. They repaired some parts but broke other, hopefully they are looking into it. In general the console version needs a quick patch, since there are a ton of blue screens. Keep reporting them when you get them, eventually that lets them work faster...
